The State's available balance for fiscal 1980 general funds reached a record year-end high of $483 million on June 30. The general funds end-of-month balance was $489.8 million in April, $522.6 million in May, $483.5 million in June and $445.6 million in July. The general funds average daily available balance was $454.6 million in April, $530.3 million in May, $448.0 million in June and $452.3 million in July. The combined funds end-of-month balance was $717.4 million in April, $740.0 million in May, $680.0 million in June and July, $628.4 million. ... The State Road Fund showed record expenditures in fiscal 1980 ($1.16 billion) and record revenues ($1.13 billion plus $52 million held over from fiscal 1979). There is also a heavy reliance on federal funds (49.2 percent of total road revenues compared to a 9-year average of 34.5 percent). State revenues for the Road Fund rose because of new legislation allowing the transfer of $46 million in sales tax monies to the Road Fund, but Motor Fuel Taxreceipts fell by $21 million. The Road Fund's year- end available balance of $27 million was the lowest since 1972. . . . The final statewide seasonally adjusted unemployment rate was 8.6 percent in June and 9.8 percent in July.
