The following bills have all passed both Houses and are now on the Governor's desk to be signed.

S.B. 565 - HALL - Working Cash Fund - Amendement to Section 11.2-2 of the Park District Code in order to allow park districts to levy an annual tax for the purpose of establishing a working cash fund "for any four years." The Code currently provides that a park district had the authority to levy for no more than four of the years 1976 through 1980.

H.B. 961 - McBROOM - Museum Tax Increase - Amendment to Section 2 of an Act concerning aquariums and museums in public parks. Provides for an increase from .015% to .03%.

H.B. 1036-WIKOFF - Recreation Tax Increase - Amendment to Section 5-3a of the Park District Code. Section 5-3a presently provides for an additional tax of not to exceed .05% for planning, establishing and maintaining recreational programs. It is proposed that this limit be increased from .05% to .25%.

H.B. 1175 - DUNN, JOHN F. - Bid Limit Increase - Raises the bid limit of conservation districts and park districts from $1500 to $4000.

H.B. 1377 - STECZO - Appropriation Ordinance - Amendment to Section 4-5 of the Park District Code to provide for elimination of the requirement that a park district publish all ordinances making appropriations within 30 days of passage in one or more newspapers published within the district.

Fall Seminars/Symposiums

The Illinois Association of Park Districts is planning the following seminars/symposiums for this coming fall. These are for directors and board members but could be of interest to individuals outside of the State of Illinois. For further information on these seminars/symposiums, contact Dr. Theodore B. Flickinger, Executive Director, IAPD, 217 E. Monroe St., Suite 101, Springfield, IL 62701.

Crime and Law Enforcement Seminar is being planned for early fall and will be hosted by the Rockford Park District. Topics of interest include vandalism, alcohol and drug abuse, theft and crimes against persons in park areas.

Legal Symposium is being scheduled for October 14 including but not limited to the subjects of civil rights, liability responsibilities, conflict of jurisdictions and workmen's compensation.

Communications Seminar will be held November 12 at the Hyatt Regency O'Hare, Rosemont, Illinois from 1:00-4:30 p.m. Program scheme includes; "Making Communications Work for You", "Media Relations," and "Inter-personal Communications."

The Illinois Association of Park Districts membership portfolio contains the following information on IAPD: "Fact Sheet", "What Can the IAPD Do for Me?", "Who Are We?" "IAPD Services & Publications," "What Should You Be Doing?", and "Legislative Services."
