In November the general funds end-of-month balance was $120.0 million, an increase of $8 million from October. The general funds average daily available balance was $119.12 million in November, and the combined funds end-of-month balance was $203.72 million. . . . Reflecting continued economic decline nationwide, including a 1.5 percent reduction in October in national industrial production, the statewide seasonally adjusted unemployment rate rose from 8.3 percent in October to 8.9 percent in November. The final seasonally adjusted unemployment rates for the state's major cities in September were: Bloomington-Normal, 5.2 percent; Champaign-Urbana-Rantoul, 5.1 percent; Chicago, 7.9 percent; Davenport-Rock Island-Moline (Illinois sector), 9.0 percent; Decatur, 10.4 percent; Kankakee, 11.5 percent; Peoria, 6.9 percent; Rockford, 8.8 percent; Springfield, 6.1 percent; St. Louis (Illinois sector), 9.3 percent.
