Names

Hillman named to Chicago Transit Authority

Jordan Jay Hillman was approved as a member of the Chicago Transit Authority (CTA) Board November 4 by Chicago Mayor Jane Byrne. Hillman, professor of law and transportation at Northwestern University since 1967, was named to the board October 2 by Gov. James R. Thompson, bin the appointment required the mayor's approval. Hillman had been general counsel of the U.S. Railway Association since 1975, and prior to that vice president of law and general counsel for the Chicago and Northwestern Railway.

Four members of the seven-member CTA board are chosen by the mayor of Chicago, three by the governor. Hillman replaces Ernie Banks on the board for a term ending September 1, 1988.

Joint Committee on Administrative Rules

Rep. Jim Reilly (R., Jacksonville) was elected to a two-year term as chairm of the legislative Joint Committee on Adminisnative Rules by the committee effective September 23. Reilly, a member of the House since 1976, succeeds Sen. Prescott E. Bloom (R., Peoria).                           

Mary Tnbermann, Springfield, was appointed as an analyst for the committee effective September 15. Tobermann is past president of the Springfield chapter of the League of Women Voters and had served as the league's legislative chairman.

State Scholarship Commission

The governor named Patricia Banks and Gretchen A. Winter, both of Chicago, Lois C. Mazzuca of Wood Dale, George R. Stevens of Lake Forest and David P. Eisenman of Champaign as members of the Illinois State Scholarship Commission. Banks, an attorney, replaces Curtis Tarr for a term ending June 30, 1983; Winter, a law student at the University of Chicago, replaces Paul Eber as a student member of the commission for a term ending July 1, 1983; Mazzuca, a college consultant at Rolling Meadows High School, replaces Carl F. Demoon for a term ending June 30,1987; and Stevens, president of George R. Stevens Enterprises, replaces Titus Ludes for a term also ending June 30, 1987. Eisenman, a member of the staff of the vice chancellor for academic affairs at the University of Illinois at Champaign, was reappointed for a term ending June 30, 1987. All appointments are nonsalaried and except for Winter's require Senate confirmation.

The Judiciary

J. David Bone, Jacksonville, was elected an associate judge of the 7th Judicial Circuit, by the 7th circuit judges effective November 16. Bone, a partner in the jacksonville law firm of Bellatti, Fay, Bellatti and Bone, served as assistant state's attorney for Morgan County from 1972 to 1975. He replaces Jerry S. Rhodes, Springfield, who was appointed a judge of the 7th circuit. Bone's appointment runs through June 30, 1983, after which he may seek election to the post.

Ben K. Miller, Springfield, was elected to a two-year term as chief judge of the 7th judicial Circuit, by [he 7th circuit judges effective December 1.

Joseph J. Barr, Edwardsville, circuit judge of the 3rd Judicial Circuit, and Robert H. Chase, Marion, circuit judge of the 1st Judicial Circuit, have resigned effective December 6, 1982. Ban, a judicial officer since 1950, is presently chief judge of the 3rd circuit. Chase, a judicial officer since 1970, has been chief judge of the first circuit for several years.

Registration and Education

F. E. Hutchens, Springfield, was named deputy director of licensing and testing for the Department of Registration and Education(R(S; E) by department director Gary L. Clayton effective November 2. Hutchens, who for the past year served as internal auditor for the department, was previously chief fiscal officer for the Department on aging.

Clayton also appointed John Lynch, Springfield, as chief legal counsel for the department. Previously, Lynch was an attorney on the staff of Gov. James R. Thompson. Lee Christie, Springfield, was appointed to the new position of chief testing officer. Christie had been assistant nursing education coordinator. Both appointments were effective November 2.

Other appointments

Joe Rockford, Springfield, as deputy director of driver services in the Secretary of state's Office, by Secy, of State Jim Edgar effective September 1. Previously, Rockford was head of the driver education department at Springfield High School and before that a football and basketball coach at the school. He has also served as project director for the Illinois State Curriculum program for Driver's Education. Rockford succeeds Ken Cobern, Chatham, who became Edgar's scheduler.

Bernard Jones, Springfield, as an internal auditor for the Department of Administrative Services, by internal audits head William Winberg effective October 16. Before his appointment to the new position, Jones worked for the Department of Children and Family Services.

William H. Perkins Jr., Chicago, as chairman of the industry advisory committee of the Conference of Insurance Legislators, at the committee's annual meeting November 4 in Kansas City. Perkins, a partner with former Secy, of State Michael J. Howlett in the governmental relations firm of Howlett & Perkins Associates, was a legislative representative of the CNA Financial Corporation for 30 years. The Conference of Insurance Legislators is a bipartisan organization which develops legislation in the insurance field.

Resignations

Dr. Thomas Radecki, Decatur resigned as superintendent of the Adolf Meyer Mental Health Center in Decatur effective September 1. Radecki, who has been superintendent since 1979, is continuing as a part-time staff member at the center. J. Gregory Langan, Decatur, was appointed acting superintendent of the center by Ivan Pavkovic, director of the Department of Mental Health and Developmental Disabilities. Langan is also administrator of the department's 16-county Region 3B.

Honors

Carol Schaddelee, Frankfort, was named Illinois teacher of the year at the State Board of Education's "Those Who Excel" awards banquet October 23 in Chicago. Schaddelee, a sixth grade mathematics teacher at Gompers Junior High School in Joliet, was honored for her innovative programs which stress positive behavior in students and teach math by using situations students will face throughout life. Schaddelee has been a teacher for more than 15 years, nine of them at Gompers.

Callahan resigns as director of Financial Institutions

Edgar F. Callahan, Springfield, has resigned as director of the Department of Financial Institutions (DFI) effective October 23. Callahan accepted an appointment by President Ronald Reagan as chairman of the Board of the National Credit Union Administration. Callahan, who was deputy secretary of state from 1975 to 1977, was appointed director of DFI in March 1977.

In accepting Callahan's resignation, Gov. James R. Thompson said, "Ed Callahan has been with me as head of the Department of Financial Institutions since the early days of my Administration. I accept his resignation with regret for he has done an excellent job in running the department and serving the financial interests of the people of Illinois."

The governor appointed John D. Seymour, Springfield, as acting director of DFI effective November 17. Seymour had been legislative liaison for the department. Previously he worked for the House of Representatives and Senate staffs. Wendell A. Sebastian, Chicago, a technical advisor for DFI, served as acting director for the three weeks prior to Seymour's appointment.

Starkman resigns as governor's counsel

Gary Starkman, counsel to the governor and a member of Gov. James R. Thompson's legal staff since 1975, resigned October 12 to enter private law practice. In announcing the resignation Thompson said, "Gary Starkman has worked with and for me for more than a decade. As a fellow lawyer, 1 respect his legal training and judicial ability. ... I am confident Gary will continue the trend of sound legal work he established in the governor's office and expand his reputation as one of the best lawyers practicing today."

Starkman, who was Thompson's general counsel and director of research during the 1976 gubernatorial campaign, helped draft the Class X sentencing law. He has joined the Chicago law firm of Arvey, Hodes, Costello and Burman as a partner specializing in trial work.
