State Board of Elections

Four Illinois election officials were named to the Election Codification Committee by J. Phil Gilbert, chairman of the State Board of Elections (SBE). The officials will work with SBE staff to streamline Illinois election law so that administrators, candidates and the general public will find it easier to understand. The committee is to develop proposed legislation updating the election code which it hopes to submit during the next legislative session.

Named to the committee were: James Lewis, executive director of the East St. Louis Board of Election Commissioners, effective in March; and County Clerks Barbara Gross of Morgan County, Arnold Natzke of Livingston County and David Pierce of Kane County, effective in January.


High-Rise Fire Commission

Ten members were named in July to the newly created High-Rise Fire Commission, established under P.A. 82-706. The purpose of the commission is to produce and distribute a brochure to residents of high-rise buildings that will aid in fire safety and prevention, and to make available a technical manual for use by fire departments.

Legislative members of the commission include Reps. Daniel P. O'Brien (D., Chicago), Elroy C. Sandquist Jr. (R., Chicago) and J. Robert Barr (R., Evanston), appointed by House Speaker George Ryan; and Sens. Howard W. Carroll (D., Chicago), William A. Marovitz (D., Chicago) and John A. Davidson (R., Springfield), appointed by Senate President Philip J. Rock. Public members, appointed by the governor, are: William R. Blair, fire safety expert and commissioner of the Chicago Fire Department; Richard H. Solomon, a Naperville engineer who specializes in municipal and industrial fire protection; and Harold D. Rider, of Harold D. Rider and Associates, a real estate management firm in Chicago.


The Judiciary

The following circuit judges have retired:

L. Sheldon Brown, Chicago, Cook County Circuit Court, effective November 15. Brown also withdrew his declaration to be retained in office in the November general election. He had been a judicial officer since 1946 and was assigned by the Supreme Court to judicial duty in the First District Appellate Court in 1978.

Irving W. Eiserman, Golf, Cook County Circuit Court, effective December 6. Judge Eiserman had been a justice of the peace from 1948 to 1961, and has been a judge since 1962. Since 1964 he has served as presiding judge of the 5th Municipal District of the Cook County Circuit Court.

In addition, L. Keith Hubbard, Carrollton, resigned as judge of the 7th Judicial Circuit, effective January 10, 1983. Hubbard has been a judicial officer since 1976.

The following attorneys were named associate judges by their respective circuit judges:

Mark M. Joy, Hillsboro, 4th Judicial Circuit, effective July 26.
John P. Freese, Normal, 11th Judicial Circuit, effective August 15. Freese, had been a member of the McClean County Board.

Illinois Humanities Council

The Illinois Humanities Council elected the following officers for one-year terms at its annual meeting in June in Chicago:

Richard H. Brown, currently director of research and education at the Newberry Library in Chicago, as chair; Karen B. Mann, associate professor of English at Western Illinois University, Macomb, as vice chair; Max H. Kelle, dean of the College of Liberal Arts and Sciences and professor of history at Bradley University, Peoria, as treasurer.

The council also elected seven new members to replace those whose four-year terms have expired, and Gov. James R. Thompson announced the appointment of an additional member. Newly elected members are:

Willard Lee Boyd, president of the Field Museum of Natural History in Chicago; Edna Selan Epstein, an attorney with the firm of Sidley & Austin in Chicago; Patricia Fauser, professor of philosophy at Illinois Benedictine College in Lisle; Isidro Lucas, deputy regional director, U.S. Commission on Civil Rights, and lecturer, University of Chicago Graduate School of Social Service Administration, Department of Social Policy; Robert V. Remini, professor of history, research professor of humanities and acting director, Institute for Humanities, University of Illinois at Chicago Circle; Edward Rosenheim, David B. and Clara E. Stern Professor of English and the Humanities at the University of Chicago; and Sterling Stuckey, professor of history at Northwestern University in Evanston.

The governor's appointee is: Sister Claudia Lund, chancellor of Rosary College in River Forest.


Other appointments

Gary Anderson, Rochester, as fiscal and budget manager for the division of alcoholism in the Department of Mental Health and Developmental Disabilities, by department director Ivan Pavkovic effective June 16. Anderson had been a financial manager in the Department of Children and Family Services for the past four years, and prior to that worked for the Bureau of the Budget.

James Onken, Mason City, as superintendent of the division of agricultural industry regulation for the state Department of Agriculture, by department director Larry A. Werries effective September 1. He had previously been in charge of the bureau of warehouses and has been with the department for 11 years. He replaces Tom Crawford, who is leaving to join private industry.

Morton W. Weir, Champaign, as vice president for academic affairs by the University of Illinois Board of Trustees, following a recommendation by UI President Stanley O. Ikenberry. Weir, who is currently a professor of psychology at the university's Urbana-Champaign campus, assumed his new position August 21. The job involves working with both campuses of the university. Weir succeeds Peter E. Yankwich, who resigned to return to his duties as a professor of physical chemistry.


Resignations

David L. Viar, Springfield, as executive director of the Illinois Community College Trustees Association, a post he has held since 1977. Viar accepted an appointment as executive director of the California Community College Trustees, effective July 1.


Retirements

Alvin Rountree, Springfield, as senior archivist in the archives division of the Secretary of State's Office, effective June 30. Rountree, who was a senior archivist II, had served 36 years with the division.

Honors

Ethnic Chicago, edited by Peter d'A. Jones and Melvin G. Holli (see Illinois Issues, October 1981, pp. 15-16), was named winner of the 1981 history book award by the Society of Midland Authors at a ceremony in Chicago in June. Founded in 1914, the society selects award winning books and authors from a 12-state region between the Alleghenies and the Rocky Mountains. Recent award winners for best books include Bruce Catton for his Civil War histories, Richard Ellman for his biography of James Joyce, Gwendolyn Brooks for poetry, and Harry Mark Petrakis for fiction.
