A Directory of State Training Courses, Resources and Facilities, compiled by William J. Rothwell, Office of the Auditor General, Marriott Commerce Bldg., Floor 1, 509 S. Sixth, Springfield 62701 (September 1985), 171 pp.

Many state government agencies conduct employee training programs. Based on the responses from 44 agencies to a mailed questionnaire (109 were sent out), it is apparent that some of these agencies would be willing to have participants from other agencies attend their programs, and quite a few of them would be willing to share at least some facilities and equipment on a limited basis. This booklet lists the contact persons in the various agencies, describes the subject matter of the training courses, and suggests other sources of information about employee training programs.

■ Industrial Wastes in the Calumet Area, 1869-1970: An Historical Geography, by Craig E. Colten for the Hazardous Waste Research and Information Center, State Water Survey Division, P.O. Box 5050, Station A, Champaign 61820 (September 1985), 124 pp.

Through an historical analysis of an area a chronology of industrial waste disposal practices can be developed that will assist policymakers in determining how to deal with hazardous disposal sites. Using this unusual approach, researchers were able to identify numerous sites in the Calumet area not located by the Illinois Environmental Protection Agency and to document the major patterns of waste disposal before 1970. Based on the information collected, the disposal sites have been rated according to the hazard they currently present, which should help planners and developers in the area.

The proposed waste evaluation and classification system is based on a two-phase approach: The special waste screen and the degree of hazard evaluation. In the first phase a waste may pass through and therefore not be subject to the second phase; all others will be classified either as Resource Conservation Recovery Act (RCRA) wastes and subject to the state's hazardous waste regulations or they will undergo the degree of hazard evaluation. The latter group will be categorized according to five characteristics (toxicity, disease, fire, leaching agents and biological). Finally the waste may be considered in a treatment disposal evaluation which helps determine the waste disposal method.

In addition to conveying information about Water Survey activities, this new newsletter will report findings from research projects and announce important new and ongoing projects. It will also report on activities of the Hazardous Waste Research and Information Center, describe new equipment designed to improve methods of analysis or the collection of better data and list publications available from the Water Survey.
