Treasury kills off GRS, but
Congress still has last word!!!

The Treasury Department moved prematurely last week to write off revenue sharing when it sent a letter to all General Revenue Sharing recipient cities and towns announcing its process for termination of the program — despite the fact that Congress has not resolved the issue of whether to renew the program.

Although the current authorization for revenue sharing expires on Sept. 30, 1986 and no specific funds have been allocated for the program in either the House or Senate Budget Resolutions, the issue of renewing the revenue sharing program is far from over in Congress.

The Treasury Department cited P.L. 99-272, the Consolidated Omnibus Budget Reconciliation Act as terminating the program, and used that as the basis for its action, even though the legislation specifically provides for the possibility that the Congress could decide to renew the program before its authorization expires.

In fact, the House Government Operations Committee has overwhelmingly approved a three-year reauthorization bill and hopes to bring the legislation, HR 1400, to the full House next month.

The Senate Budget Resolution also allows for $1.8 billion for two FY 1987 revenue sharing payments, provided the program is reauthorized and a revenue source is identified.

Actual enactment of legislation reauthorizing the program has previously occurred after the program has officially expired.
