We are pleased to begin the new year with a four-part series on park district financing written by Robert Porter, director of the Lemont Township Park District. This issue focuses on the budget and appropriation ordinance. Subsequent issues will discuss the annual statement of receipts and disbursements, the audit and comptroller's report, and the tax levy and truth and taxation.

A report on special events is presented by Thomas Smith, director of Old City Park in Dallas, Texas. He provides examples of some highly successful activities and suggestions which can help your district plan its special events.

Susan Balling, director of marketing and development at the Northeast DuPage Special Recreation Association, highlights an innovative program which helps handicapped adults make more independent choices about the use of their free time. Our features conclude with an article about an Illinois court case concerning the responsibility of youth sports' organizations. It is authored by James Kozlowski, author of the Recreation and Parks Law Reporter.

A pictorial review of the 1986 Illinois Park and Recreation Conference is also presented for your enjoyment.
