■ Illinois Incubator Resource Directory, Department of Commerce and Community Affairs, 620 E. Adams, Springfield 62701 (March 1987), 15 pp.

Illinois is one of 12 states that has a formal program of financial and technical assistance for the development of small-business incubators. Such incubators provide a space in which several new or growing businesses can locate and generally operate at a much lower overhead cost than in conventional space. At present the state has 26 incubators; 19 of these receive direct state support. This directory is the fourth in a series of publications that DCCA has produced on the subject of incubators.

■ Rights and Responsibilities: A Community Handbook for Low-Level Radioactive Waste, League of Women Voters of Illinois Education Fund (1987), 44 pp.; available from Illinois Department of Nuclear Safety, 1035 Outer Park Drive, Springfield 62704.

By 1993 all states (including Illinois) must find disposal sites for their low-level radioactive waste. This booklet explains how Illinois will go about doing so and raises many of the questions that citizens will want to explore as they think about whether or not their community should accept a facility for such waste.

■ Economic Impact of Ethanol Production on Illinois State Economy, by Vaman Rao, Western Illinois University, Department of Economics, Macomb 61455 (n.d.), 104 pp.

The development of ethanol as an energy alternative should be of particular interest to Illinois because of this state's large agricultural sector. Especially if one takes the long-term view, as the author of this study does, a strong case can be made for government and business to promote the ethanol industry. In addition to looking at ethanol's effect on the economy, including the farm economy, the study also examines its effects on transportation, on investment and employment.           Anna J.
