This publication lists, in alphabetical order, the 106 communities that have tax increment financing districts. An overview of each project is provided, as well as the name of a local official who may be contacted for more information. It is a companion to DCCA's "Tax Increment Financing," which is also available from the Office of Urban Assistance.

State Policy Formation in Illinois Higher Education, by Franklin G. Matsler and Edward R. Hines, Illinois State University, Center for Higher Education, DeGarmo Hall, Normal 61761 (1987), 138 pp.; $7.50.

This study looks at some of the major policy decisions that were made between 1960 and 1985 in the area of higher education in this state. One such policy decision that is still questioned from time to time is the establishment in 1961 of the Illinois Board of Higher Education. The authors also devote entire chapters to the establishment of new senior institutions and new programs, the development of the state's community colleges and to a discussion of the "system of systems." In addition, there is a chapter on student access and choice, both as an historical development and as a policy issue. The five appendices contain much additional and useful information on such things as the dates of certain events, the heads of the various systems, the contents of the Master Plans I-IV and a diagram of the structure of public higher education in Illinois.
