Lewis appointed to Economic Board

Mt. Vernon Mayor Rolland W. Lewis has been appointed to the Illinois Department of Commerce and Community Affairs Advisory Council, commonly known as the Illinois Economic Board.

Steven D. McClure, DCCA director, said the Economic Board will undertake an analysis of DCCA's goals and objectives. This analysis will be used to assist DCCA in evaluating the effectiveness and efficiency of its programs, McClure indicated. It will also be used to assist the board in drafting a report outlining DCCA's strengths and weaknesses as well as recommendations for the department's future, he indicated.

Lewis, 59, replaces James Carroll on the board, according to the announcement from Gov. James R. Thompson. The appointment, effective immediately, will expire Jan. 14. The position pays expenses only and requires Senate confirmation, according to a news release . . .

Marjorie Ripsch, City Clerk, City of Pontiac, Illinois, has been awarded the designation of "Certified Municipal Clerk" (CMC) from the International Institute of Municipal Clerks (IIMC) for achieving its high educational, experience, and service requirements.

Ms. Ripsch has been City Clerk of Pontiac, Illinois since 1981 ...

Governor James R. Thompson appointed five members to the Illinois Rural Bond Bank.

"The creation of the Illinois Rural Bond Bank is yet another milestone in our continuing rural development efforts," said Thompson. "Our 76 rural counties have been hit hard by the agricultural recession of the early 1980s, as well as other reversals in our manufacturing, oil and coal sectors."

The Rural Bond Bank is designed to help local governments in rural counties borrow funds at a lower cost. By pooling or combining several local bond issues into one major sale, the Rural Bond Bank will be able to lower borrowing costs for local communities.

to devote resources to our small towns and rural areas for economic redevelopment. The Rural Bond Bank will greatly enhance the Rural Affairs Council's efforts," Thompson said.

"Local governments must be able to borrow funds at competitive rates for local improvements, such as water and waste treatment systems and renewed infrastructure, that are necessary to accommodate a new service or manufacturing business. The Rural Bond Bank will help local governments obtain those needed low-cost funds."

Thompson signed legislation creating the Illinois Rural Bond Bank in September.

The new appointments include: Robert L. Anstine, 53, Mayor of Macomb; Wallace D. Furrow, 57, of El Paso, farmer; I. Ronald Lawfer, 55, of Stockton, farmer; James A. Walsh, 73, of Carmi, farmer; and Edward H. Williams, 59, of Decatur, Executive Vice President and General Manager, Soyland Power Cooperative, Inc., Decatur.

The appointments are effective immediately and expire February 15, 1993. •
