Illinois Government Finance Officers Association Elects Officers

At its annual meeting on October 1,1990, the Illinois Government Finance Officers Association (IGFOA) elected as President David C. Jepson, Finance Director, Village of Mount Prospect. Serving as officers with Mr. Jepson are Douglas R. Ellsworth, Finance Director, Hoffman Estates, President-Elect; Gregory J. Peters, Comptroller, City of Des Plaines, Vice-President; Hella Tomczak, Finance Director, Village of Burr Ridge, Treasurer; Beth B. Couter, Director of Financial Management, City of Decatur, Secretary; and Daniel W. Ryan, Director of Finance, Village of Skokie, Past-President.

Other members of the Board of Directors are: Leonard J. Flood, Director of Finance, Village of Barrington; Kent R. Olson, Finance Director, Village of Lake Zurich; and Richard A. Schnuer, Finance Director, City of Champaign. Representing associate members on the Board of Directors is Louis G. Karrison, Partner, Karrison, Byrne, Jansey & Trimarco, Ltd. Liaison members to the Board of Directors from the Chicago Metro Government Finance Officers Association will be appointed at their annual meetings.

The purpose and objective of the IGFOA is to promote and improve methods of public finance in the State of Illinois as developed and recommended by the Government Finance Officers Association of the United States and Canada, the Government Accounting Standards Board, and other recognized authorities in the field of governmental administration.

The IGFOA was founded in 1958 and its membership currently consists of 450 government finance officers and other individuals associated with governmental finance activities. Five standing committees provide various services to the members in the areas of Career Development, Legislative, Publications, Technical Accounting, and Membership.

IGFOA offices are located at 2321 Ridge Avenue, Evanston, Illinois, 60201. William Stafford serves as the Executive Director.

VILLAGE OF ADDISON RECEIVES BUDGET AWARD

The Village of Addison has received the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for the second consecutive year, Village officials announced recently.

This award, the highest form of recognition in governmental budgeting, acknowledges the Village's excellence in meeting the standards set forth by the GFOA for its budget presentation in the current fiscal year, 1990-91.

A budget document must be a financial and operational plan that outlines policy and serves as a communication device to the public, according to the GFOA. Additionally, the budget must be easily understood by the average reader.

"I am pleased that the GFOA has, once again, recognized the efforts of our elected officials and staff in preparing the Village's annual budget," said Village President Anthony Russotto.

This is the second year that the Village submitted its budget document for review by the GFOA, and it is the second consecutive year that the Village has received the award.
