STATE MANDATES REFERENDUM—VOTE YES

For years local officials and the Municipal League have battled the subject of unfunded mandates. Since the enactment of the 1981 State Mandates Act our common goal has been to inform the General Assembly that these mandates are breaking municipal budgets. Well, the frustration continues to build.

An opportunity to do something is now at hand. The citizens of Illinois have gotten their chance to send a message to Springfield and the legislature. Your action will inform the General Assembly that to mandate programs on local governments without funding is not an acceptable practice.

After this legislation passed and was sent to the Governor the Municipal League requested that letters be sent urging its approval. The response, quite frankly, was small. Over the years, the concern about mandates has been a number one priority.

The November referendum will only pass with our mutual efforts. That is why I am asking you personally to take the time to work with the Municipal League on this issue. Obviously, the Municipal League is here to help. However, the success of this election depends upon your personal commitment. Therefore, we must work together and inform the citizens to vote YES on the State Mandates Referendum Act question. •
