Intergovernmental purchasing in Addison follows a multi-level approach: formation of a purchasing time schedule, standardization of basic product and service specifications, recognition of voluntary participation, contingencies for proprietary items, and selection of a "team leader" to coordinate collective purchases.

In addition to the monetary savings, Addison's governmental agencies have realized a secondary set of cost savings benefits including time saved in duplicating specifications, cetnral processing of purchase orders, and past purchasing experiences of administrative staff.

In accepting the award, Village President Anthony Russotto said "Along with the cost effectiveness of this new program in our community, each participating agency enjoyed the ability to put scarce financial resources into higyly productive use while maintaining each group's individual ideas and needs. The credit for this honor goes to the hard working elected officials and staff of Addison's intergovernmental cooperative."
