Anita L. Carlton, CMC/AAE, Galesburg City Clerk, has been selected as the 1993 Ilion Wait Crabel MEMBER OF THE YEAR for the Municipal Clerks of Illinois. Presented on October 6 at the Annual Meeting of the Municipal Clerks of Illinois in Champaign/Urbana, this award recognizes Carlton for her many contributions to the Association since she became a member in 1983. The selection was made by a panel of five judges, including two State Legislators, a Circuit Judge, a Mayor and last year's recipient of the award. The award is named after Ilion Crabel, who served as City Clerk of Chillicothe for 66 years, and who personified the dedication and professionalism of the Municipal Clerk.

Carlton was appointed City Clerk in 1983 and elected in 1985, and is currently serving her third term. She has served the Municipal Clerks of Illinois as Vice-President, Secretary, Treasurer and District Director and was elected President at the annual meeting. This past year, Carlton has served as Vice-President, Program Committee Chairman, Scholarship Committee Chairman, co-chaired Membership Development Committee helping to set a membership record this past year and helped to host the "Back to Basic's Seminar" program which was held in Peoria for newly elected municipal clerks and helped host a seminar in Galesburg last January. Anita has also served as By-Laws Chair, Membership Chair, Manuals Chair, Publicity Chair and on the 25th Anniversary Committee, Logo Committee and as a mentor.

In 1988, Carlton co-founded the Central Illinois Municipal Clerks Organization (CIMCO), with Mary Haynes, City Clerk of Peoria, and served as President in 1989. She is recipient of the 1992 CIMCO Presidential Award. She has chaired the Program, By-Laws, and Year Book committees.

Carlton has been a member of the International Institute of Municipal Clerks for 10 years and has served on several committees including Parliamentary Procedure, Membership and Education.

Carlton is listed in Outstanding Young Women in America, Personalities of the Midwest, 150% Achievers during Galesburg's Sesquicentennial, and received the "Thomas B. Herring Community Service Award" in 1992 for outstanding volunteer service in Galesburg.

Carlton's list of present and past affiliations includes the Galesburg Election Commission, (Honorary Member), Knox County United Way, Past President; Galesburg League of Women Voters, Past President; Hitchcock PTA, Past President; Churchill Parents Group, Past President; Galesburg Junior Woman's Club, Past President; Altrusa Club of Galesburg, Past President; District 6, Altrusa International Program Coordinator and Altrusa Information Chairman. (District 6 includes Illinois, Indiana and Kentucky); Volunteer Center of Knox County, board member since formation; Illinois Federation of Women's Clubs, Junior Organization, Past State Junior Director; Exchange Club, Galesburg Woman's Club, Galesburg Area Chamber of Commerce, Member Relations Task Force, Galesburg Sesquicentennial Commission, Secretary; Gale Credit Union, Secretary and Knox County United Way Needs Assessment co-chairing the Action Planning Committee.

Anita is a hand's on Clerk, overseeing the codification of the Galesburg City Code, working with departments and divisions in the City. Anita and husband Jack are the parents of two children, Pam who is married and lives in Tampa, Florida and David who lives in Minneapolis, Minnesota.

Anita will serve as President for the 1993-1994 year. •
