IIMC ELECTS MARY L. HAYNES
TO ITS BOARD OF DIRECTORS

The International Institute of Municipal Clerks, a professional association with approximately 9,700 members throughout the United States, Canada and 15 other countries, has elected Mary L. Haynes, CMC/AAE, City Clerk/Town Clerk, Peoria, IL to its Board of Directors for Region VII. The elections were held during the 47th Annual International Conference in Orlando, FL. Haynes will serve a three-year term.

Haynes has served as City Clerk since 1985 and has been a member of IIMC for eleven years. She was heavily involved in the Annual Conference in Salt Lake City in 1992 as she coordinated, designed and participated in the International Forum. She has served on numerous IIMC Committees: Professional Status, Co-Chair of International Relations and Chair of Educational. In her own state, Haynes has served as State President, Vice President, Secretary and Special Liaison to the Illinois Municipal League.

Haynes was a co-founder and has served as President of Central Illinois Municipal's Clerk's Organization (CIMCO). In 1993, she was named Member of the Year by the Municipal Clerks of Illinois. She was also a recipient of the 1990 Central Illinois Municipal's Clerk's Organization Presidential Award and has been named to Who's Who in America, Who's Who in American Women and Who's Who in the Midwest. In 1992, Haynes was City-Residential Chair for the American Cancer Society. She was also the Training Chair for the City of Peoria in 1991-1992. •


December 1993 Municipal Calendar

This calendar is based upon the most current information, court decisions and legislation of which the League has knowledge as of the date of this publication. It supercedes similar information contained in all other League publications.

In each county, the Corporate Authorities must file, before January 31, a certificate that there has been no change in the ownership of property or use thereof in order to preserve the tax-exemption status of municipal property. (Ill. Rev. Stat. 1991, Ch. 120, par. 500) (35 ILCS 205/19).

The tax levy ordinance must be passed and a certified copy thereof filed with the County Clerk on or before the last Tuesday in December. (Ill. Rev. Stat. 1991, Ch. 24, par. 8-3-1) (65 ILCS 5/8-3-1).

The Truth in Taxation Act provides that at least 20 days before any taxing body makes its tax levy it must determine how many dollars in aggregate property tax extensions will be necessary. If the amount determined is more than 105% of the previous year's extensions, an additional notice published in the newspaper and a public hearing are required before the levy can be adopted. The notice must state the amount of the previous year's aggregate property tax extensions, the amount of the current year's property tax levy, the percentage increase and the date, place and time of the public hearing.

The notice must be no less than one-eighth page in size, and the smallest type used must be twelve point and must be enclosed in a black border no less than 1/4 inch wide. It cannot be published in the legal notices or classified section of the newspaper. The public hearing must be held between 7 and 14 days after the notice is published in the newspaper. (Ill. Rev. Stat. 1991, Ch. 120, par. 866) (35 ILCS 215/6).

At the beginning of each calendar or fiscal year municipalities must prepare a schedule of all regular meetings for the coming year and post notice thereof together with time and place of said meetings. The schedule shall be given to all news media requesting it. Notice shall also be given of special, rescheduled or reconvened meetings. (Ill. Rev. Stat. 1991, Ch. 102, pars. 41, 42, 42.01, 42.02, 42.03, 42.04, 43) (5 ILCS 120/1, 2, 2.01, 2.02, 2.03, 2.04, 3) and (Ill. Rev. Stat. 1991, Ch 24, pars. 3-11-13 and 4-5-12) (65 ILCS 5/3-11-13, 4-5- 12).
