Those joining the board are: Philip Francis of Barrington Hills, vice president of Square D Company in Palatine; Robert Malott of Chicago, chairman of the executive committee of FMC Corporation in Chicago; and Timothy McCormick of Lincoln, vice president of the Farmer's State Bank of Emden.

The IMSA Fund for Advancement of Education enlists investments of corporate, foundation and individual donors in the academy. The IMSA fund has raised more than $5 million since its inception in 1986. Former Gov. James R. Thompson serves as chairman.

Rudd new press secretary
for Senate Minority Leader Jones

David C. Rudd

David C. Rudd, 27, of Chicago became press secretary on February 15 for Sen. Emil Jones Jr. (D-14, Chicago), minority leader of the Illinois Senate.

Prior to joining the Senate Democratic staff, Rudd was press secretary for the Chicago Public School system for a year and a half and a reporter for the Chicago Tribune for four years.

Rudd earned a bachelor's degree from Northwestern University's Medill School of Journalism, Evanston, in 1988.


Cook County Juvenile Court expands;
six more judges to neglect, abuse section

The number of courtrooms available for abuse and neglect cases increased from eight to 14 with the opening in late January of the new 11-story addition to the Cook County Juvenile Court building. Cook County Chief Judge Harry G. Comerford assigned four new judges and reassigned two juvenile court judges to an expanded abuse and neglect section of the juvenile court.

Judges Lester A. Bonaguro and Nancy Sidote Salyers and Associate Judges Ann Houser and Michael W. Stuttley began their new assignments in late February. Associate Judges Julia Quinn Dempsey and Gerald T. Winiecki, who had been hearing delinquency cases in suburban areas, have transferred to the new section.

Judge William D. Maddux was named supervisor of the abuse and neglect section, replacing Associate Judge Gary L. Brownfield, who moved to the law division after completing the temporary assignment as supervisor.


IMA taps Harmeyer for new
position of policy director

The Illinois Manufacturers' Association (IMA) chose Ed Harmeyer, 34, of Springfield to fill its new position of director of policy. Harmeyer, who assumed his duties February 1, is responsible for researching, formulating and executing policies advanced by the IMA. Saying his duties have been crafted around his experience, Harmeyer will also lobby the legislature as the association's point person on education issues and is in charge of the association's computer network in Chicago and Springfield.

Harmeyer began his state service in 1985 with then-Lt. Gov. George H. Ryan as a constituent liaison. He was a legislative analyst for the Illinois House Republican staff for two years and in 1988 was appointed House Republican appropriations director. In 1991 he joined the Illinois Department of Employment

Security as manager of the office of the budget. He served as the agency's chief fiscal officer until 1992 when he left to form his own custom computer software business, Creative Resource Development Inc.

Harmeyer received his bachelor's degree from Western Illinois University in Macomb in 1982. He will be based in the association's Springfield office.

Schneider named to new Illinois
position by National Federation of
Independent Business

Sandra J. Schneider
The National Federation of Independent Business (NFIB) appointed Sandra J. Schneider, 24, of Springfield to its new position of assistant state director. John R. Davis, NFIB/Illinois director, says that he needed to expand his staff because the federation's membership has nearly doubled in size since 1987. Schneider will help meet the increasing demand for member support in the areas of legislative research, lobbying and communication.

The NFIB is the largest advocacy organization for small business in the state and the nation with 21,000 members in Illinois and over 600,000 in the United States.

Schneider earned a bachelor's degree from Illinois State University, Normal, in 1992. Fluent in Russian, she taught English as a second language and U.S. business practices to students in Vladimir, Russia, from July 1992 to August 1993.
