Other Reports

The Illinois Supreme Court Special Commission on the Administration of Justice: Final Report, One IBM Plaza, Suite 4400, Chicago 60611 (December 1993), Part I, 285 pp.; Part II, 104pp.

These reports are based on a two-year effort to study and make recommendations on the management practices of the courts and the administration of justice. During that time commission members heard testimony, reviewed the work of previous commissions, bar organizations and others, and examined court practices and procedures in other jurisdictions.

Part I deals with five issues: the Gambat prosecution, judicial selection, judicial administration, the status of recommendations made by the previous special commission on the administration of justice in Cook County, and ethics and discipline. For each issue, the report contains a set of recommendations as well as background information.

Part II, a separate and smaller report, focuses solely on the juvenile justice system and expresses the commission's concern that the system, especially in the urban areas, is in a state of crisis. The recommendations in this part reflect the commission's effort to design practical responses to the problems faced by children, parents and the array of judges, lawyers, social workers and others who participate in juvenile court proceedings.
