Debt Primer: A Legislator's Guide to Issuing Bonds, Illinois Economic and Fiscal Commission, 703 Stratton Bldg., Springfield 62706 (January 1994), 42 pp.

In fulfillment of its mandate to inform the General Assembly about the Illinois economy, the IEFC publishes several reports on a regular basis and periodically issues special reports such as this one on bonds. It is geared to the issuers of bonds rather than potential investors and is written in simple language in an effort to foster a better understanding of the many details of issuing bonds. The primer covers five topics: security and some of the broad categories of different types of security, the many steps involved in obtaining the authorization required for the sale of bonds, the structure of a bond program, interest rates, and the process by which bonds may be sold (either competitively or through a negotiated sale).

Household Hazardous Waste Collection Results, Illinois Environmental Protection Agency, Bureau of Land, 2200 Churchill Rd., Springfield 62794-9276 (January 1994), 62 pp.

By law, the IEPA is required to sponsor household hazardous waste collections in appropriate places around the state. During fiscal years 1990, 1991, 1992 and 1993, 54 such collections have been conducted at an average cost of just over $92,000. Participation rates have averaged 4.46 percent and approximately 7,200 55-gallon drums of waste were collected. In addition to presenting data such as these, this report discusses the collection projects, with specific information about site selection, contractors and the materials that are accepted. Appendices include the application to cospon-sor a collection, examples of publicity materials that have been used and a list of locations and cosponsors.

This pocket-size brochure contains important information for anyone facing decisions about the care of a child. It outlines the choices available (in your own home, a provider's home or in a center) and explains the standards imposed by the state for home and child care centers. It also offers a check list to help in making the choice, answers questions about paying for care and provides telephone numbers for the 16 child care resource and referral agencies throughout the state. The pamphlet is available in Spanish as well as English.
