Even without the effects of global climate change, a number of factors will intensify the competition for water in the future. All of these will cost money, and users of both surface water supplies and groundwater sources will need to look for alternate supplies. This report, which was prepared for ENR by the Center for Regulatory Studies at Illinois State University, reviews the legal and regulatory influences affecting the development and use of water resources in this state, taking into account the additional impact of global climate change. In its concluding section, the report contains observations relating to six issues: conflict resolutions and priorities, efficient use and access to Lake Michigan, maximization of water resources, proliferation of nonviable systems, emergency power and instream protection and federal preemption.

Except for a very brief introduction, which includes some cautionary words on using the information contained in it, this large volume consists almost entirely of photographs divided into two sections: basic identifiers and an alphabetical gang listing. In addition, two short sections contain a cross reference list and a manual alphabet (i.e., hand signs). Each photograph is accompanied by a brief explanation.
