EDUCATION
The State Board of Education was established by the Constitution. It appoints the Illinois superintendent of education and oversees policy for education at the elementary and secondary level. The Illinois Board of Higher Education was created by statute and oversees policy for education at community colleges and public universities. Then there are separate intermediate "system" boards for universities or groups of universities. Members of the University of Illinois Board of Trustees are elected statewide. All of these other boards are appointed by the governor.
