HOME RULE ATTORNEYS COMMITTEE
DECEMBER MEETING REPORT

The Committee's December meeting was held at the Chicago Hilton & Towers on Friday the 10th. In attendance were 30 Home Rule attorneys from around the State.

The Committee members reviewed and discussed the implications of the following cases affecting municipalities: (1) Angela White v. Homewood (1st District), (2) a case which held that the firelighter pension fund is covered by ADA because the Pension Board is an instrumentality of a public entity, (3) the similar case of Holmes v. Aurora, (4) Kelly v. City of Chicago, (5) Zabco Enterprises, Inc. v. City of Naperville, (6) Makowski v. Naperville, (7) the Village of Palatine group home case and its probable appeal to the Seventh Circuit, (8) Kotte v. Normal (4th District), (9) Village of Schaumburg's suit over Senate Bill 75 (93 CH 8502) re-regulation of pesticides, (10) and the status of the City of Des Plaines' foreign fire tax case.

The Committee then heard reports from the Annexation/Disconnection and Senate Bill 900 Subcommittees.

The meeting ended with a spectacular buffet lunch with the League's Legislative Committee. A good time was had by all.

The next meeting of the Committee will be held on Friday, January 21,1994, at the Chicago Hilton & Towers. City Mayors and Village Presidents of home rule communities "encourage" your municipal attorneys to attend these meetings on a monthly basis — it will be well worth their time and effort. Also, attorneys representing home rule units, please make a New Year's resolution to attend these meetings — you will not regret it.
