COMMUNITIES THROUGHOUT ILLINOIS
BENEFIT FROM CDAP GRANTS

Gov. Jim Edgar brought a New Year's gift to 82 Illinois communities in early January when he announced $20.8 million in Community Development Assistance Program (CDAP) public facilities and design engineering grants.

Thirty communities also were awarded a total of $500,000 under the CDAP Planning Assistance Grant program.

Edgar announced the grants at stops in Stonington, Henry, Atkinson, Oregon, Carbondale, Mt. Carmel and Equality. In Stonington, the Governor said, "Infrastructure improvements are crucial to both economic development and public health and safety. Yet small, rural communities are often financially strapped to make needed improvements to overloaded or unsafe water and sewer systems. In many cases, communities are even lacking sufficient funds to undertake the planning studies necessary before such improvements can proceed.

"Although we cannot help every community that applied, these grants will help dozens of communities upgrade their infrastructure and better serve their residents."

CDAP grants are awarded by the Department of Commerce and Community Affairs (DCCA) to units of local government with populations of 50,000 or less that are not located within one of the six large urban counties that receive funds directly from the U.S. Department of Housing and Urban Development.

The maximum grant available is $400,000. At least 51 percent of the project's beneficiaries must be people with low or moderate incomes.

DCCA Director Jan M. Grayson said the competition for funds was intense. DCCA received applications from 141 communities seeking more than $39.6 million under the Public Facilities and Design Engineering component. Thirty-nine communities submitted applications seeking more than $742,000 in Planning Assistance grants. Applications were carefully screened by DCCA staffers to ensure that the projects addressing the most critical needs were approved.
