ILCMA Institutes Annual Awards Program The Illinois City Management Association presented the first of what are to become annual awards at its annual meeting held June 17, 1994 at Eagle Ridge Conference Center in Galena, Illinois. Receiving Lifetime Achievement Awards were Robert Morris and Robert Palmer. The Lifetime Achievement Award is granted to retired members of the association who have served notable careers in local government. Bob Morris was honored for his 48 years of professional service to local government 31 of which were spent as Village Manager of Glencoe, Illinois. Mr. Morris served a term as President of the Illinois City Management Association and one as Vice-President of the International City Management Association. Currently, Bob serves as one of three range riders in Illinois. These are retired managers who provide counsel and assistance to managers, offer their expertise to communities which for the first time are thinking about hiring a professional, and answer questions about professional local government management. The second Lifetime Achievement Award was presented posthumously to Bob Palmer who served his profession for 37 years, thirty of them as Village Manager of Elmhurst, Illinois. In addition to serving a term as president and ILCMA, Mr. Palmer played a major role in the founding and development of the DuPage Water Commission. Also presented were two Special Service Awards. These awards recognize outstanding association or professional accomplishments or significant personal activities or accomplishments. Peter Burchard, Village Manager, Hoffman Estates, Illinois, was recognized for his outstanding volunteer efforts on behalf of Humana Hospital, the American Cancer Association, The Twin-brook YMCA, and the Hoffman Estates Chamber of Commerce. Together these activities exemplify his commitment and dedication to the community. John Downs, Village Administrator, Mokena, Illinois was recognized for personal courage in subduing a home invader. At great personal risk, he defended his family and even after being injured, subdued the intruder and held him until police arrived. In presenting these awards, the Association hopes to draw attention to the high level of professional and personal conduct expected of its membership and reward those who through their efforts exhibit these to an extraordinary degree. In addition to the awards ceremony, the results of the ILCMA elections were announced. Serving the association for the coming year will be:
