GRANTS HELP LOCAL GOVERNMENTS
REMOVE ARCHITECTURAL BARRIERS

Governor Jim Edgar said 84 Illinois communities will share $4 million in Community Development Assistance Program (CDAP) grants, enabling them to renovate public buildings to accommodate the needs of people with disabilities.

"Many communities, particularly small communities, lack the financial resources to renovate public buildings and bring them into compliance with requirements under the Americans with Disabilities Act," the Governor said. "These grants will provide the funds necessary to enable local governments to undertake the renovations needed to ensure that public services are accessible to all citizens, regardless of physical challenges."

A project in Ford County is an example. The county courthouse was dedicated in 1908. Its entrances are inaccessible to those with disabilities, and no restrooms are equipped for the disabled. The main courtroom is on the second floor and the county board meets in the basement, which also houses offices for both the county Emergency Services and Disaster Agency and the Job Training Partnership Act. Both the second floor and basement are physically inaccessible to the disabled.

Ford County will receive a $135,000 CDAP grant to assist in renovating the courthouse to accommodate those with disabilities, including installing an elevator, modifying restrooms and entrances and installing signage for the disabled.

Jan M. Grayson, Director of the Department of Commerce and Community Affairs (DCCA), which administers CDAP grants, said DCCA staff reviewed applications and made funding recommendations based on a community's justification of project need, financial need, and the eligibility of the activities outlined in the project implementation plans.

CDAP grants are funded with federal block grant funds from the U.S. Department of Housing and Urban Development (HUD). Grants are awarded by DCCA to units of local government with populations of 50,000 or less that are not located within one of the six large urban counties that receive funds directly from HUD.

The maximum grant available under this component is $150,000. A list of communities receiving CDAP Removal of Architectural Barriers grants is attached.
