Star Southworth, Village Clerk of the Village of Round Lake Park, has been awarded the designation of "Certified Municipal Clerk" from the International Institute of Municipal Clerks (IIMC) for achieving high educational, experience and service requirements.

Ms. Southworth has been employed with the Village of Round Lake Park since April 1989, where she serves as Village Clerk/Collector and Head of the Water Billing Department.

She attained her designation as a Certified Municipal Clerk by attending the IIMC Municipal Clerks Institute Program conducted by the Northern Illinois University Center for Governmental Studies in DeKalb. The program provides 100 student/instructor contact hours in in-depth courses in managerial and leadership skills, social and interpersonal concerns, and technical training needed to deal with changes that take place in local government today.

Her professional affiliations include active membership with the Lake County Municipal Clerks Association currently serving as vice president, and the Municipal Clerks Association of Illinois currently chairing its IIMC 2001 Committee.

On April 22nd and 23rd, the Illinois Municipal League hosted the Midwest Municipal League Directors. League Directors Sue Cave, Ohio, George Goodman, Michigan and Mike Quinn, Indiana; along with Don Borut, Executive Director of the National League of Cities, Washington, D.C., were in attendance.

The Midwest League Directors meet twice a year to discuss relationships with NLC, lobbying techniques, federal policies and a host of other items. The peer exchange of ideas contributes to keeping state leagues up-to-date on issues of mutual interest.

The Illinois Municipal League was saddened to learn of the recent death of John D. Somers, the Piper City Village Clerk. Mr. Somers had served in that capacity since 1956.

The Municipal League was also saddened to learn of the death of Maurino Richton, former Mayor of Chicago Heights, on April 30. Mr. Richton served two terms as mayor, 1947-1951 and 1963-1967. He also served in the Illinois House of Representatives from 1956-1958.
