2. H.B. 1539, D. L. Houlihan. Reduces the proportion of motor fuel tax funds transferred to the road fund. Allows Chicago to use its share on nonarterial residential streets and reduces slightly the share of motor fuel tax funds allocated to Department of Transportation and counties while slightly increasing share to road districts. 3. H.B. 1851, Kelly. Requires married women to obtain husband's consent and single minorwomen to obtain parent or guardian's consent before having an abortion. Also requires physician to supply certain detailed information to a woman about to be aborted. Override motion passed House 109-45 (D 65-29, R 44-16), November 4, 1975. 4. H.B. 3028, House Agriculture Committee. Creates 15-member State Fair Board, 12 appointed initially by legislative leaders and three by governor. Requires initial board to divide state into 10 State Fair Districts and provides that successor boards will consist of 10 elected members, one from each district, and five members appointed by the governor. 5. S.B. 16, Vadalabene. Creates a separate board of trustees for Southern Illinois University at Edwardsville. Override motion passed Senate 38-13 (D 26-6, R 12-7), November 6, 1975. Override motion tabled in House, November 21, 1975.
6. S.B. 32, Graham. Creates a Criminal and Juvenile Justice Commission to supercede the Illinois Law Enforcement Commission which was created by executive order.
