COVER/ The problem of the high cost of medical malpractice insurance for Illinois physicians is symbolized on the cover by Springfield artist Ed Dyson. He has characterised the major groups which interrelate among themselves to both cause and suffer from the problem. There are the doctors the lawyers the big court settlements, the patients and the insurance companies- The issue is analyzed by Gary Adkins to his article, "Doctors, lawyers, patients, state; Conflicting views of the malpractice problem," beginning on the next page.

Articles for Illinois Issues are written by professional writers or by experts in various fields of government Students have also written for the magazine. The editors welcome inquiries from writers.
