Bill Summaries

LEGISLATION that would mandate all state regulatory agencies and some state departments to "self-destruct" every six years unless they could prove their public need has been introduced as H.B. 3805 by Rep. Harold Katz (D., Glencoe), House Speaker William Redmond (D., Bensenville), and House Majority Leader Gerald W. Shea (D., Riverside).

Patterned after Colorado's new "Sunset Law," the proposed measure would require every agency to appear before a legislative committee to justify its existence. If unsuccessful, it would have one year to conclude its business.

Elections


H.B. 3502, Mautino, D., Spring Valley.

Sets primary and general election campaign pending limits for candidates seeking a state office.

H.B. 3554, McClain, D., Quincy. Allows immediate relative of physically incapacitated voter to apply for ballot.

Education


S.B. 1712, Hynes, D., Chicago. Appropriates $1.35 billion from Common School Fund to State Board of Education for general apportionment ($1.3 billion), summer school payments ($37.5 million) and impaction payments ($2.5 million).

H.B. 3564, Lucco, D., Edwardsville. Authorizes school boards to enter into contracts with retired teachers for up to five years or until end of the school year when a teacher becomes 65.

H.B. 3568, Berman, D., Chicago. Creates Illinois Truancy and Drop-out Prevention Commission.

H.B. 3608, Stubblefield, D., Rockford. Requires tenured teachers with shortest continuing service be dismissed before those with longer seniority.

H.B. 3611, E. M. Barnes, D., Chicago. Provides annual grants for development of library media programs at all educational levels.

H.B. 3618, Jaffee, D., Skokie. Adds one public school classroom teacher and two State Board of Education members to the Teacher Certification Board. Removes superintendent of public instruction and two university members.

H.B. 3625, Byers, D., Highland. Requires a hearing for removal of school board member when a petition signed by 10 per cent of those voting in last previous school election is filed with regional superintendent.

H.B. 3635, Schneider, D., Naperville. Provides for quarterly payment of state reimbursement to districts for special education costs.

H.B. 3638, Stone, D., Sullivan. Appropriates $250,000 to Illinois State Scholarship Commission for matching grants to scholarship programs established by student organizations at state colleges and universities.

Fair Board


H.B. 3600, Richmond, D., Murphysboro. Creates a 15-member State Fair board with 10 representing fair districts and five at large.

Workmen's Compensation


H.B. 3607, Schuneman, R., Prophetstown. Clarifies law relating to coverage of agricultural employment. Eliminates certain compensation minimums.

H.B. 3571, Yourell, D., Oak Lawn. Permits counties to levy tax of .01 per cent of assessed valuation to pay for county employees insurance.

H.B. 3615, Ryan, R., Kankakee. Exempts coverage of agricultural employment who employ less than 1,000 person-days of labor during any calendar year.

Criminal Procedures


S.B. 1629, Rock, D., Chicago. Permits trial judge to place a defendant charged with misdemeanor or traffic offense on court supervision prior to entry of guilty judgment.

H.B. 3512, Kempiners, R., Joliet. Requires probation department to maintain financial records related to juvenile detention.

H.B. 3587, Ebbesen, R., DeKalb. Provides for use of credit cards and personal checks in lieu of money deposit for bail.

H.B. 3645, J. D. Jones, R., Springfield. Establishes procedure for relatives of a deceased parent of a minor to petition the court for visitation rights.

Consumer Protection


H.B. 3506, Byers, D., Highland. Regulates sale of new and used cars.

H.B. 3539, Simms, R., Rockford. Defines places that sell or exhibit obscene material as public nuisances.
