The factors, length, severity and possible projections are presented.

¨ "Goals Statement," a report by the Illinois State Board of Education (November 1975), 12 pp.

Improvement of reading and literacy, mainstreaming exceptional students, and implementing federal and state regulations to eliminate racial segregation in public schools are discussed.

¨ "Special Education: Needs — Costs — Methods of Financing," a report by William P. McLure, Robert A. Burnham and Robert A. Henderson for the Illinois School Problems Commission and the Illinois Office of Education (May 1975), 139 pp.

Alternative financing methods, the role of state agencies, pupil needs, education of preschool age handicapped children and bilingualism are discussed. Full state funding for extra costs is recommended.

¨ "An Evaluation of the Program Approval Process in Illinois Community Colleges," a report by Midwest Educational Research Evaluation and Training Center for the Illinois Advisory Council on Vocational Education (June 1975), 31 pp.

Recommendations include that (1) a consortium of state agencies develop a model to generate meaningful manpower demand data for use in local, regional and statewide planning; (2) program duplication be scrutinized on the basis of need and geographic distribution, and (3) each college have the in-house capability to coordinate research and data gathering activities.

¨ "Because They Care: A Resource Manual for Volunteer Programs," Illinois Office of Education (1975), 95 pp.

Potential problem areas and recommended solutions, orientation and evaluation for senior citizens as volunteers and the volunteer tutor are studied.

¨ "The Financial Management and Expenditure Policies of the Chicago Board of Education," a report of the Governor's Task Force on School Finances (October 21, 1975), 74 pp. plus appendices.

Potential areas of savings and untapped sources of revenue are identified. These include uncollected property taxes, federal grants and rental income. The building rehabilitation program is examined.

¨ "Report," [Illinois] Commission on Truancy and Alternative Education, to the Governor, Illinois Legislature, Illinois Superintendent of Education and the President of Northeastern Illinois University (June 1975), 143 pp.

Several issues relating to truancy and recommendations concerning the operation of Residential Schools are given.

¨ "As Goes Illinois . . . The State as a Political Microcosm of the Nation," by James Przybylski in Illinois Government Research (Urbana: Institute of Government and Public Affairs, University of Illinois, August 1976), 6pp.

Demonstrates striking parallels between presidential election voting in Illinois and the United States at large. Examines sectional settlement patterns, ethnoreligious factors, and social cleavages to explain state and national similarities.

¨ "Drug Abuse Programs: An Evaluation," staff report for the Illinois Economic and Fiscal Commission (July 1975), 103 pp. plus appendices.

A recommendation to incorporate the two existing treatment structures, the Illinois Drug Abuse Program (IDAP) and the Dangerous Drug Commission (DDC), into the DDC is made. Drug education and the relationship of the criminal justice system to the offender is examined.

¨ "Illinois Lands Surface Mined for Coal," by Ronnie J. Haynes and W. D. Klimstra, Cooperative Wildlife Research Laboratory, Southern Illinois University (June 1975), 201 pp.

This suggests that not all of the 171,420 acres of lands surface mined for coal should be recommended for reclamation.
