Criminal procedures
H.B. 1, Kosinski. Requires mandatory life sentences for persons convicted three or more times of the commission of certain felonies.

H.B. 10, Kosinski. Authorizes imposition of death penalty for commission of certain crimes involving murder. Establishes a separate sentencing hearing and automatic review by the Illinois Supreme Court.

H.B. 61, Yourell. Requires imposition of a mandatory prison sentence on conviction of the commission of certain criminal offenses with the use of a firearm.

H.B. 74, Huskey and Griesheimer. Provides 12 specific categories of murder under which death penalty may be imposed and outlines procedures for imposing such a penalty.

S.B. 12, Egan. Same as H.B. 10 except it does not include murder of judges and prosecutors as categories under which the death penalty would apply.

H.B. 25, Stiehi. Amends election code; permits electors to vote in primaries without disclosing party affiliation.

Labor
H.B. 2, Hanahan. Provides collective bargaining in relation to the settlement of differences between public employers and public employees.

S.B. 17, Netsch. Creates Retail Labor Act; prohibits labor contracts in retail sales operations which limit the hours or days when necessities may be sold when operation is otherwise open for business.

Public utilities
H.B. 83, Marovitz. Amends public utilities act by setting a lower fixed rate for residential gas and electric users.

State agencies
H.B. 14, Yourell. Amends administrative procedure act; establishes the Joint Committee on Administrative Rules and requires state agencies to file copies of all rules with the committee, and provides that the committee will review and make recommendations regarding the rules.

H.B. 15, Yourell. Amends administrative act; provides 30-day notice period for rule-making and begins to run upon publication of notice in weekly bulletin of secretary of state; text of proposed rule changes to be included in such service.

H.B. 16, Yourell and Luft. Makes administrative procedure act applicable to all administrative agencies.

Other
H.B. 4, Kelly. Regulates the purchase and repair of citizen band radios.

H.B. 72, Dunn. Requires the Department of Law Enforcement to adopt rules and regulations for self-service gas stations.

S.B. 18, Mitchler. Amends Regional Transportation Authority Act to end the RTA's power to levy a tax on sale or use of motor fuel.

H.B. 4008, Shea. Amends the State Printing Contracts Act to provide that the term of contracts for printing the bills, calendars, journals and Legislative Digest of the General Assembly may coincide with the two-year term of a General Assembly. P.A. 79-1510.

H.B. 4017, Daniels. Appropriates $15 million to Capital Development Board for construction and furnishing of six specialized living centers for the developmentally disabled. They will be located in Chicago, Addison, Rockford, Moline, Springfield and Swansea. P.A. 79-1518.

H.B. 4020, Washington. Appropriates $14,828,755 to Dept. of Public Health for construction project of Provident Hospital and Training School Association in Chicago. P.A. 79-1519.

S.B. 2022, Demuzio. Supplemental appropriation of $200,000 from federal funds to Dept. of Conservation for rural community fire protection programs. P.A. 79-1495.

S.B. 2023, Demuzio. Supplemental appropriation of $8 million from federal funds to Bureau of Budget for manpower services. P.A. 79-1496.

S.B. 2024, Netsch. Amends public health act to provide $182,678 for Women and Infant Care Program in Dept. of Public Health. P.A. 79-1497

S.B. 2027, Hynes. Amends act in relation to state finance; establishes fund and transfer procedure for payments received under federal Public Works Employment Act of 1976. P.A. 79-1484.

S.B. 2036, Brady. Allows state scholarship commission to use moneys received as reimbursement for losses, within fiscal year of receipt, for administrative costs of collection of loans and proclaims assistance for default prevention as authorized by federal law. P.A. 79-1502.

S.B. 2044, Rock. Amends capital development bond act; increases the bond authorization of state to $786,968,391. Increases appropriations of bonds to Illinois Community College Board to $500,028,491. P.A. 79-1522.

S.B. 2045, Donnewald. Amends the Coal Mining Act to defer an effective date for new requirements for supervisors in surface mines until Sept. 1, 1977. P.A. 79-1505.
