Criminal procedures


H.B. 27, Ebbesen. Amends code of criminal procedure; provides for use of certain personal checks and credit cards in lieu of cash money deposit for bail.

H.B. 165, Kosinski. Amends Criminal Code; denies right to bond pending appeal when defendant has been convicted of a felony while armed, or of a violent crime.

H.B. 166, Kosinski. Amends Criminal Code. Requires court to revoke bail of persons charged with armed felony or crime of violence while awaiting trial on other charges, and to deny bond on new charges.

H.B. 181, Jaffe. Adds to the Crime Victims Compensation Act to prohibit an employer from firing an employee or threatening to do so, when he or she is either the victim or witness to a crime, because of time off from employment due to cooperation with law enforcement agencies.

H.B. 251, Deuster. Amends Criminal Code and Code of Corrections. Provides seven categories of murder under which the state may seek death penalty.

H.B. 276, Committee on Judiciary. Amends Criminal Code. Makes race track bet messenger service a gambling offense.

Elections
H.B. 46, Mautino. Amends Election Code. Provides campaign spending limitation for candidates seeking state offices in the primary and general elections.

H.B. 95, Lucco. Authorizes person elected to office of township supervisor to hold that office and membership on county board simultaneously if township is coterminous with a city, village or incorporated town.

H.B. 254, Kempiners. Creates a new State Board of Elections; provides for five members appointed by governor to five-year terms with three-fifths Senate confirmation. Limits prior political activity of nominees.

Public employees
H.B. 9, Hanahan. Amends State Employees Retirement System. Removes requirement of employee contributions by state policemen for service retirement allowances and other benefits. Requires state to bear the entire cost of such benefits.

H.B. 19, Kelly. Creates act relating to right of teachers and other educational workers to join unions.

H.B. 73, Wolf. Amends Municipal Code. Extends requirement to appoint fireman's arbitration board to police labor disputes; makes recommendations of board binding upon municipality and upon police or firemen.

H.B. 159, Telcser. Creates Law Enforcement Personnel Employment Relations Act. Provides for collective bargaining for law enforcement; creates board to administer.

H.B. 182, Lechowicz. Secretary of State Employment Code. Establishes a system of personnel administration for the Office of the Secretary of State based on merit principles.

Special districts
H.B. 63, Yourell. Adds park districts to list of local governmental units eligible to receive state revenue sharing funds.

H.B. 72, Stanley. Amends Fire Protection District Act to remove provision that bars disconnection of territory from a district if such district has outstanding indebtedness; provides for liability for proportionate share of debts of disconnected territory.

S.B. 16, Maragos. Amends Chicago Regional Port District Act; makes area of district coterminous with City of Chicago. Expands duties and powers of district.

State universities
H.B. 318, Dyer. Creates a student member position on the State Scholarship Commission. Governor would make one-year appointment from nominations submitted by the Board of Higher Education's student advisory committee.

H.B. 319, Dyer. Grants student trustees full membership privileges including the right to make and second motions, attend executive sessions and vote.

Other
H.B. 177, Deuster. Amends the Regional Transportation Authority Act to provide for appointment of chairman by the governor' Provides for advice and consent of three-fifths of the Senate or the House.

H.B. 172, Williams. Creates Automotive Repair Act to regulate the business of automotive repair under administration and enforcement of secretary of state with an advisory board.

H.B. 294, Brady. Amends Banking Act. Permits establishment of branch banking facilities within the same county as home office of bank; sets limits and conditions. ž
