FEBRUARY 28 figures from the U.S. Department of Commerce for the third quarter of 1976 show a 10.5 increase in total personal income in Illinois and 14.4 increase in manufacturing wages and salaries. The national average was 9.5 per cent in income and 12.3 per cent in wages and salaries. Seasonally adjusted unemployment figures for January give 6.0 per cent of the state's labor force unemployed, a drop from 6.5 in December. Preliminary February figures show 6.0 per cent unemployed. Tax enforcement programs of the Illinois Department of Revenue produced nearly $60 million in delinquent tax collections infiscal 1976, compared to $40.9 million in 1975. Maximum interest rate in March for residential mortgage loans is 93 per cent. ž
