Real estate licensing, S.B. 1264 (P.A. 80-477). Allows applicants for real estate licenses to be tested by outside testing services, instead of only by the Illinois Department of Registration and Education.

Annual parole hearings, S.B. 216 (P.A. 80-362). Yearly parole reviews will no longer be required before the state Parole and Pardon Board, instead hearings will be given every third year for convicted criminals.

Insurance regulation, S.B. 1111 (P.A. 80-546). Specifies new grounds for the Illinois Department of Insurance to ask courts to order rehabilitation and liquidation of an insurance firm — namely failure to keep adequate books and records, especially claims records showing outstanding liability.

Black market adoptions, S.B. 1325 (P.A. 80-559). Requires that all adoption procedures follow existing child-related laws.

Corporate regulation, S.B. 1225 (P.A. 80-556). Requires that take over bids on Illinois-based-firms be registered with the Secretary of State, and terms of such offers be fully disclosed to shareholders so that they may accept or reject the deal.

Credit cards, S.B. 793 (P.A. 80-531). Bans distribution of unsolicited credit cards except as a renewal or substitution for a card in use.

Duplicate insurance, S.B. 637 (P.A. 80-567). Outlaws nonduplication provisions in accident or health insurance policies. Allows consumers to collect maximum benefits from more than one policy.

Child prostitution, H.B.234 (P.A. 80-572). Makes it a criminal offense to solicit for a juvenile prostitute under age 16.

Minimum wage, S.B. 72 (P.A. 80-492). Closes loophole allowing overtime pay for executive, administrative and professional employees.

Child welfare, S.B. 79 (P.A, 80-565). Allows state to place caretakers in a home when children are abandoned or without parental care, rather than taking the child from home and placing in an institution.

Truck fuel tax, S.B. 664 (P.A. 80-515). Requires truckers who buy their fuel in neighboring states to pay taxes on the fuel they use in crossing Illinois. Trucking firms will now be required to make quarterly reports on total miles traveled in Illinois and fuel purchased here.

Farm loans, S.B. 614 (P.A. 80-509). Permits agricultural loans to be made as business loans, thus encouraging farm loans by allowing higher interest rates to accompany such loans.

Mortgage banking, H.B. 1096 (P.A. 80-676). Requires mortgage bankers to obtain a license from the Illinois commissioner of savings and loan associations and to report annually on their dealings. The commissioner will regulate mortgage banking by conducting audits on institutions whose foreclosure rate on government-insured loans exceeds twice the national average. In four years grounds for such audits will be reduced to a foreclosure rate simply in excess of the national average. Evidence of unsound lending practices— a major cause of urban blight — may then result in revocation of a lending institution's license.

Anti-redlining, S.B. 1102 (P.A. 80-843). Prohibits companies from refusing to give home-owners insurance due to geographic location of property or buildings — redlining of neighborhoods.
