• Investment Guide for Illinois Local Governments, Office of the Comptroller, 201 Statehouse, Springfield 62706 (May 1992), 45pp.

The information contained in this booklet is designed to assist local officials in the development of an investment policy for the public monies entrusted to them. It describes a number of investment instruments, explains the statutory provisions regarding such investments and discusses criteria to be used in evaluating financial institutions as well as the importance of reporting and indemnification. A lengthy appendix contains model repurchase agreements, the relevant statutes, a pledgee authorization, model collateral agreements, a suggested financial institution questionnaire and the investment policy of the DuPage County Forest Preserve.

• Ice Storm Mitigation, Federal Emergency Management Agency, Disaster Assistance Program Division, 175 West Jackson Blvd., Chicago 60604 (April 1990), 22pp.

In February 1990 east central Illinois was hit by an ice storm that knocked out power to at least 15,000 homes and businesses in Champaign-Urbana alone. State and Federal Emergency Management Agency (FEMA) hazard mitigation officers conducted a survey of public assistance applicants and state and university officials to determine hazard mitigation opportunities. This report is the result of that survey. In addition to a description of the disaster and some background information on the history of ice storms in this state and existing protective measures, the report contains recommendations for future activities by specific agencies.

• The April 13, 1992 Chicago Freight Tunnel Disaster, Illinois Emergency Management Agency, 110 E. Adams, Springfield 62706 (June 1992), 40pp.

This report covers the response to the recent disaster in downtown Chicago, the recovery activities, as well as post-disaster mitigation efforts. It includes 14 mitigation recommendations that were developed to minimize or prevent future losses in case of a similar disaster. It also contains a description of the incident and a day-by-day account of the state's response along with several maps and drawings.

• Success Starts Young: Expanding the Promise of the Illinois Preschool Program, Voices for Illinois Children, 208 S. LaSalle, Suite 1580, Chicago 60604 (July 1992), 63pp.

In 1990 Voices for Illinois Children (VIC) issued its first report on the preschool program, Illinois' Children at Risk of Educational Failure, which had been implemented in early 1986. This second report acknowledges a number of gains in the program and makes several recommendations. The recommendations fall into three categories: accessibility, family and community involvement, and instructional practices. Two tables at the end of the report show the number of children served and the funding levels in fiscal years 1991 and 1992 for the 12 most populous cities and by county.

• Paying For Health Care: Public Policy Choices for Illinois, edited by Lawrence B. Joseph, distributed by University of Illinois Press, P.O. Box 4856, Hampden Post Office, Baltimore, Md. 21211 (1992), 340pp.; $14.95 plus postage and handling.

This book is a product of a Chicago Assembly that was organized by the Center for Urban Research and Policy Studies at the University of Chicago and the Metropolitan Council. It was held November 8-9, 1990, in St. Charles. The nine chapters in the volume were written by scholars, practitioners and representatives of various health-related organizations. They address a number of the critical questions facing this state (and the nation) as health costs continue to soar and public officials as well as private citizens worry about controlling these costs while maintaining a quality health system. Most of the chapters are followed by comments from nationally recognized experts in the field.
