Rep. Parcells steps down;
Hanrahan to complete term
Rep. Margaret Parcells (R-57, Glenview) resigned after serving 10 years as state representative. Parcells has for the past two legislative sessions introduced term limit bills requiring state representatives to step down after 10 years. She stated, "After the great honor and pleasure of serving the people in the 57th district, I decided it was time to give someone else a chance to serve."
Following her resignation, Parcells was appointed by Auditor General Bill Holland to the position of Deputy Auditor General. Her appointment was unanimously confirmed by the Legislative Audit Commission on March 21. Parcells felt experience gained while on the Legislative Audit Commission prepared her for the position.
Kevin R. Hanrahan, 35, of Northbrook will finish Parcell's legislative term. He was sworn in April 5 in Springfield. Hanrahan, a partner of Russell Reynolds Associates, an international executive recruiting firm, was Parcells' campaign manager for her representative race in the 1992 general election. Hanrahan received a bachelor's degree from Northwestern University, Evanston, and a master's degree from Northwestern's J.L. Kellogg Graduate School of Management.
LaPaille reelected chairman
of state Democratic party
Sen. Gary J. LaPaille (D-ll, Chicago) was reelected unanimously as chairman of the Democratic Party of Illinois by members of the Democratic State Central Committee. The last chairman to be reelected to consecutive terms was Jack Touhy in 1974.
LaPaille says his biggest job as chairman will be to elect a Democratic slate for statewide offices in the November elections. He also intends to continue working toward bringing the 1996 national conventions, both Democrat and Republican, to Chicago.
LaPaille, 40, chose one more downstate member, for a total of four, and the first Hispanic, Sen. Miguel del Valle (2, Chicago), to hold leadership positions in the party. State Central Committee members chosen for leadership positions are: Iola McGowan, Chicago, first vice chair; Sen. Miguel del Valle, Chicago, vice chair; Miki Pavelonis, Harrisburg, vice chair; Cora McGruder, Chicago, vice chair; Bruce Lester, Des Plaines, vice chair; Eugenia Chapman, Downers Grove, secretary; Stewart Winstein, Rock Island, treasurer; U.S. Rep. Bobby Rush, Chicago, deputy chair; Sam Flood, Belleville, deputy chair; and Joyce Holmberg, Rockford, deputy chair.
Journalist appointed chairman of
Illinois Commerce Commission
Dan Miller, 49, of Chicago began serving as chairman of the seven-member Illinois Commerce Commission on April 1. Miller, whose term ends in January 1999, replaces Terry Barnich, whose term ended in January. Ellen Craig, who has been serving as interim chairman, resigned from the commission.Richard E. Kolhauser, who was deputy director of the Bureau of the Budget under former Gov. James R. Thompson, has been appointed to Craig's seat on the commission.
Miller, a political independent, joins two other independents, two Republicans and two Democrats on the Illinois Commerce Commission. The governor cannot appoint more than four members from one political party to the commission, which regulates and sets rates for utilities, primarily electricity, gas, water and communications. |

Before joining the commission, Miller was vice president and publisher of City & State newspaper, part of Crain's Communications, Chicago. He has an extensive background in analyzing business and regulatory issues. He wrote and commented on regulatory issues while serving as associate publisher and editor of Crain's Chicago Business as well as being an editorial writer and assistant financial editor at the Chicago Daily News.
Miller received his bachelor's degree from the University of Minnesota, Minneapolis. His salary as commission chairman is $77,881 annually. His appointment is subject to Senate confirmation.
Kolhauser, vice president of Precision Products Inc., Springfield, was a visiting research professor at Sangamon State University, Springfield, after leaving the Bureau of the Budget in 1989. He received his bachelor's degree from Northwestern University, Evanston, and a master's degree from Southern Illinois University, Carbondale. His salary as a commission member is $68,015, and his appointment must be confirmed by the Senate.
Toll Highway Authority director
resigns; Wehner appointed as
replacement
Robert L. Hickman, executive director of the Illinois Toll Highway Authority, resigned at the end of April. He plans to return to the private sector, possibly as a consultant.
The Toll Authority and Hickman have been heavily criticized due to questionable management practices in the areas of personal travel and the awarding of no-bid contracts. Hickman says he resigned on his own and was not forced out.
Ralph Wehner of Elgin was appointed to fill the position. Wehner, a 34-year employee of the Illinois Department of Transportation, has served as director of highways for IDOT since 1989.
D'Esposito new member of Capital
Development Board; Birger reappointed
Gov. Jim Edgar appointed Julian D'Esposito, 49, of Winnetka, and reappointed Bernard B. Birger, 77, of Collinsville to serve on the seven-member Capital Development Board.
D'Esposito, whose term expires January 16, 1995, is a partner with the law firm of Mayer, Brown & Platt in Chicago. He replaces Gary Skoien in the position. Birger is sole proprietor of B.B.B. Motor Company and B.B.B. Companies. He was reappointed to the position with a term expiring January 19, 1998.
The Capital Development Board manages the state's building and capital improvement program. Its members are reimbursed for expenses only.
Nowicki leaves Criminal Justice
Information Authority
Dennis E. Nowicki has resigned as executive director of the Illinois Criminal Justice Information Authority to take a position as chief of police in Charlotte, N.C. His new duties will include management of 1,500 employees.
The Criminal Justice Information Authority is responsible for administering state and federal criminal justice grants, develops computer software for police information management systems, serves as a criminal justice research and analysis center and administers the Motor Vehicle Theft Prevention Council for the secretary of state.
Gov. Edgar appointed Candice M. Kane as acting director of the authority. Prior to this appointment, Kane was associate director of the authority.

school-to-work task force
In January Gov. Edgar created by executive order the 14-member Task Force on School-to-Work Transition, with Lt. Gov. Bob Kustra named as chairman. The state received a $460,000 grant from the U.S. Department of

Education and the U. S. Department of Labor to develop a comprehensive plan for a school-to-work system.
Appointed in February, members of the task force are: Mike Skarr, Naperville, vice president of NICOR Energy Services and chairman of the Illinois State Board of Education; Harry L. Crisp II, Marion, chairman and CEO of Marion Pepsi Cola Bottling Co. and chairman of the Illinois Community College Board; Art Quern, Evanston, chairman and CEO of Rullins Hudig Hall Co. and chairman of the Illinois Board of Higher Education; Barry MacLean, Libertyville, president and CEO of MacLean-Fogg Co. and chairman of the Illinois Job Training Coordinating Council; Valee Salone, Chicago, executive director of Nia Comprehensive Center for the Developmentally Disabled Inc. and chairman of the Illinois Council on Vocational Education; Hans Becherer, Moline, chairman and CEO, Deere & Company; Blouke Carus, Peru, chairman and CEO, Cams Corporation; Milton Davis, Chicago, chairman, South Shore Bank of Chicago; Ron Gidwitz, Chicago, president and CEO, Helene Curtis; Henry Mendoza, Chicago, president, Gaean Capital Inc.; Rogercarol Rogers, Chicago, staff director for employment development, McDonald's Corporation; Mark Ayres, East Peoria, business manager and financial secretary, International Brotherhood of Electrical Workers Local 34; Mike Bruton, Chicago, secretary-treasurer, Chicago Federation of Labor; and Marsha Zierk, Elgin, an English teacher at Central High School in Burlington.
The basis of this program is to enhance educational opportunities for students who choose to enter the workforce after high school rather than pursue a college degree.
Kustra appoints distance
learning foundation board
In March Lt. Gov. Bob Kustra appointed members to the Illinois Distance Learning Foundation Board. The foundation will seek to improve educational opportunities for rural students throughout Illinois by increasing the use of communication and information technology.
Kustra, an educator for more than 20 years, stated, "Recent advances in education technology offer students in rural areas new and exciting ways to learn. Computer, satellite broadcasts and interactive television link students in remote locations with qualified instructors in other educational facilities, allowing them to participate in advanced mathematics, sciences and foreign language courses."

EDUCATION
The State Board of Education was established by the Constitution. It appoints the Illinois superintendent of education and oversees policy for education at the elementary and secondary level. The Illinois Board of Higher Education was created by statute and oversees policy for education at community colleges and public universities. Then there are separate intermediate "system" boards for universities or groups of universities. Members of the University of Illinois Board of Trustees are elected statewide. All of these other boards are appointed by the governor.
