ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.

Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Dear Friends, This is an exhilarating time for libraries. At press time, we received word about the Federal Communications Commission's announcement about discounted telecommunications rates for libraries and schools. The federal government's action is an important step in helping Illinois residents access the information they need through libraries.

This issue of Illinois Libraries includes a timely perspective of Commissioner Susan Ness of the Federal Communications Commission. Her remarks, given at the American Library Association midwinter conference in February, address the importance of libraries and schools in helping future leaders gain the information and technology skills they need.

Access to the Information Superhighway will continue to absorb our time and energy. It is reassuring that the general public policy objectives for discounted rates for libraries and schools have been followed up convincingly at the federal level through F.C.C. action. Our efforts must now focus at the state level.

Articles in this issue of Illinois Libraries range from technology to long-range strategies for the Illinois Library Association's (ILA) statewide summer reading program. It is a pleasure, also, to include the thoughtful observations of Jack Hicks in his article, "Post-modern Libraries: Librarians at the Bend in the Learning Curve." Previous issues of Illinois Libraries included his reflections about super bookstores and puppetry in the public library.

A report from the task force that examined the ILA summer reading program is cogent and reminds us about the importance of reading and books in libraries. We spend so much time with technology, as the "Post-modern Libraries" article points out, but we cannot lose sight of other objectives.

Recently, the Illinois State Library Advisory Committee reviewed and updated the statement, "Guiding Principles for Illinois Libraries." The statement, which addresses the future directions for libraries, also is included in this issue.

In each issue, an effort is made to include articles ranging from practical advice for librarians to the latest electronic topics to the more sublime.
