ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.

Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Dear Friends,

In the Spring issue of Illinois Libraries, I wrote about the important action taken by the Federal Communications Commission (FCC) in early May on discounted telecommunications rates for libraries and schools. Discounted telecommunications will involve considerable time during the upcoming months by the State Library, library systems and public and school libraries. My office is working with the Illinois Commerce Commission (ICC) on what we can do at the state level to make discounted rates a reality. Progress has been encouraging, including a recommendation at an ICC workshop on June 11 that the commissioners adopt the FCC discounts.

This issue of Illinois Libraries includes key components of the FCC decision on discounted rates for schools and libraries. The information is helpful to libraries and schools in gearing up to apply for the discounts. Reduced telecommunications rates will enable libraries and schools to better afford electronic access to information, including the costs associated with Internet access for library patrons and inside wiring. The cost of telecommunications was one of the first key concerns expressed by Illinois librarians and trustees at the outset of my term as Secretary of State and State Librarian. We have taken a series of initiatives to address this issue while at the same time have assured that Illinois libraries have the hardware and software, through grants administered by my office, to connect people who use libraries with worldwide access to information.

Telecommunications issues will occupy significant time at the State Library, library systems and local libraries during the next six months. The May decision by the Federal Communications Commission (FCC) providing for discounted telecommunications rates for public libraries and schools is a wonderful achievement. Excerpts from the FCC decision are included in this issue for reference purposes. The Office of the Secretary of State/Illinois State Library will continue to keep the library community updated on the implementation of discounted rates through our Web site: http://www.library.sos.state.il.us.

Two more articles in the continuing contributions from the law firm of Klein, Thorpe and Jenkins, LTD. also are included in this issue. The articles follow up on the article in the spring issue of Illinois Libraries, "A Ten-Step Program: Reducing the Likelihood of Sexual Harassment and the Possibility of Successful Sexual Harassment Lawsuits." Kathleen Flatow's article, "Programs for Babies in Public Libraries" is an excellent overview of many exciting library programs for our youngest patrons. Security in the new networked environment for ILLINET Online is addressed in a timely article by Frank Cervone.

I encourage you to submit articles to Illinois Libraries for future issues. The manuscript guidelines are included in this issue.
