COVER STORY

11   Rural Illinois — Kid's care rare there
On the cover: Tina Cotterell, in the middle of the back row, is owner and operator of Tender Moments Care, a rural day-care center near Sumner, and she's a small part of the solution to a big problem: affordable rural day care. Danette Paddick, and her daughter, Macey, are at left. Danette, who works part time in Vincennes, says she'd have a real struggle finding care for her three kids - and juggling transportation - if she couldn't take them to Tina's place for quality care.
