Legislative Platform
92nd General Assembly

The Legislative Platform for park, forest preserve and conservation districts is designed to address the most pressing concerns and needs of these local governments. The following recommendations for legislative reform represent the culmination of the efforts and input by elected board members, their legal counsel and professional staff. After many months of exploring and researching issues, we are giving these proposals our highest priority and respectfully present them to the members of the 92nd General Assembly.

SB 1171 Philip
Support legislation to allow excluded districts to reinstate non-referendum bonding authority.

HB 2054 A. Moore
Develop and support a coalition to place a statewide open space funding initiative as an advisory referendum at the 2002 General Election (the Illinois Land Preservation Initiative or ILP).

HB 3016 Bassi-Crotty
Authorizes the development and sale of Illinois license plates that support youth programs conducted by park districts.

HB 1886 Hamos-Wojcik
Support creation of a Kids Share Endowment funded by a one-third portion of the Tobacco Settlement Fund. Ensure permanent tie into recreation and healthy lifestyles.

HB 1846 Cross
Amends law on criminal background checks to make requirements permissive; clarify definition of new employee (a person not on the agency payroll for the previous 18 months); permit use of service other than state police; exclude applicants under 18 years of age; permit report to go to designee of park board president.

HB 915 A. Moore
Support forest preserve efforts to clarify specific referendum language to be used when placing a question of an increase in the general fund.

HB 2152 Parke
Allows a park district to use competitive selection in connection with design/build projects.

SB 210 Halvorson
Work in cooperation with the Illinois Chiefs of Police Association to allow municipalities to use drug seizure money for local municipal and park district programs designed for youth at risk.

SB 755 K. Parker
Seek authority to permit special recreation associations to own property and buildings.

Tourism Support
Investigate state support of park district and forest preserve museums, zoos, and nature centers through the use of tourism dollars.

Special Recreation Funding
Create an alternative (non-property tax) source of funding (a grant program) for park district and municipal recreation joint agreement programs serving people with disabilities.

Natural Resources
Support the IDNR budget initiative as proposed by the governor.

Tort Reform
Provide active support for initiatives providing tort reform for Illinois local governments.

State and Federal Funding
Support state and federal funding for park districts. (CARA and state funding such as the OSLAD, OLT and Bike Path programs).

Federal Legislative Issues
Seek changes in federal child labor law regulations to reflect changes in Illinois Law which permit 14- and 15-year-olds greater flexibility in the hours that they work.
