COVER / The Constitution of 1970, now five years old, is a lively topic, as the cover design by artist Claudia Dowling of Athens, Illinois, suggests. The leading article this month (facing page) reports responses to a survey of opinion on the new charter. There follows (page 360) a condensation of the address which Samuel W. Witwer, president of the Constitutional Convention, gave when he was awarded Laureate honors by the Lincoln Academy of Illinois at Lincoln, Illinois, last June. Witwer links the convention and its product to the nation's bicentennial—a timely topic as we get ready for 1976.
