ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.

Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Dear Friends,

Some of the outstanding projects funded with Library Services & Construction Act funds, administered by the Office of the Secretary of State/Illinois State Library, are highlighted in this issue of Illinois Libraries. The federal funding has been used for many years to initiate library projects on local and regional levels that are often replicated later in other parts of the state or country I am impressed by the quality of library service that has been implemented through the grant funding, ranging from technological innovations and the construction of new facilities to expanded library service to teenagers.

Federal support is a very important component of library funding, and all types of libraries have benefited either directly or indirectly from federal dollars. Several statewide library programs, including the Illinois library delivery service and ILLINET ONLINE, were funded through the Library Services & Construction Act for a number of years. We need to continue making a case for federal library support with our Congressional delegation. Library advocacy must persist in order to keep federal dollars available for statewide and local projects.

I am continuously impressed with the innovation and enthusiasm demonstrated by Illinois library staff members and governing officials in expanding library services. Using federal and state funding to implement some of these new services will remain a priority in my office.
