ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.

Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Published articles do not necessarily repreent the views of the Illinois State Library and the Office of the Secretary of State.

Dear Friends,

During the summer months, the anticipated slowdown of library activities never seems to materialize. Academic libraries are busy with students from summer classes; special libraries continue to meet work force needs; and public libraries are flooded with summer reading club participants. We also know that many school librarians are spending time during the summer break to plan next year's activities.

In addition to ongoing activities, many Illinois librarians also are spending time this summer in developing grant applications. Public library Per Capita and Equalization Aid Grant applications are due in July as always, and several special grant offerings are also available to the Illinois library community.

After reviewing letters of intent, many libraries, in partnership with other community agencies, are developing applications for community/regional information networks that will be funded with Library Services & Construction Act (LSCA) federal funds, administered by the Office of the Secretary of State/Illinois State Library. Some public libraries are developing applications for LSCA grants for new and innovative services. Additionally, LSCA Title II funds from the U.S. Department of Education, which are earmarked for public library technology enhancement and construction, are available for Internet connections, computer peripherals such as laser printers and CD-Rom towers, and the installation of local area networks. I am pleased that so many grant opportunities are available to enhance and improve library services to Illinois residents.

I hope the next few months will also provide some time for rest for you, including time to relax with a good book.
